The indictment follows a congressional \"standoff\" in april 2019. At the time, four parties, including the ruling party's co-dpj, wanted to push congress to decide that bills such as the electoral law applied the \"fast-track\" procedure, and the liberal korean party opposed it.
The Special Committee on Judicial Reform was scheduled to meet on the 25th of that month to vote on the motion, which shall be voted on by the plenary of the Congress upon its adoption. At the time, a number of Liberal Korean lawmakers lay arm-in-arm outside the meeting room of the Special Committee on Justice Reform to block entry; some Liberal Korean lawmakers blocked a future party member in the office for more than five hours in support of the motion; and Liberal Korean lawmakers clashed with members of the Common Democratic Party who were trying to force their way through.
